According to The Post Standard:
Alcohol did not play a role in a motorcycle crash
outside an Oswego bar on July 16 that seriously
injured an Oswego city police officer and his rider,
according to an investigation by city and state police.
But Officer John Proano, 36, was issued tickets
accusing him of not wearing a helmet, two counts
of speeding, and moving from a lane unsafely.
Proano is still recovering from the 1:57 a.m. crash
that police blamed on excessive speed and a
last-second swerve. Proano's 2003 Harley-Davidson
crashed into a utility pole outside Greene's Ale House.
He was driving from the bar with his passenger,
Russell Hartwell, 26, of Geneva, when the crash
occurred at the southeast corner of West Bridge
and Eighth streets, city police said.
Proano drank a total of three beers at several bars
over a period of more than three hours the night of
the crash, Oswego police Capt. Michael Beckwith said.
Evidence examined at a state police lab determined
Proano was not intoxicated at the time of the crash,
police said.
However, Proano was speeding 17 mph over the
30 mph limit and wasn't wearing a helmet when
he and Hartwell were thrown from the bike, the
investigation determined.
Both riders were released from University Hospital
in August, a nursing supervisor said.
Proano remains out of work on medical leave, after
breaking both legs and several ribs.
"He continues to do well at recovering,
but he's still out," Beckwith said.
An internal investigation will determine what
rules of the police force Proano might have violated.
